Traffic apps, like Waze, turned L.A. neighborhoods into "shortcuts." Now furious residents are attempting to take them back, street by street. Los Angeles Magazine talked to UC Berkeley's Alex Bayen and Susan Shaeen about how we got here and whether this trend can be reversed.
